No. There is no age at which you lose permission to begin acting. There are roles for people across a wide range of ages, and a life already lived can give you useful observation, empathy, and specificity.
Age does affect the market, just as appearance, voice, location, and experience do. It does not remove the need for craft. Start by learning how to prepare material, work with a partner, take direction, and repeat the work on camera. Build materials that represent who you are now, not the version of yourself you think the industry prefers. You may not follow the same path as someone who trained at eighteen. Good. Your job is not to recreate their timeline. It is to become capable, prepared, and visible from the place where you are actually starting.
