Start by building the ability to do the work, then build the materials and relationships that help people find it. You do not need to solve the entire career in month one. Choose one acting process and practise it consistently. Learn how to prepare sides, make a specific choice, take direction, and deliver another usable take. Then begin looking for appropriate student, independent, theatre, or community opportunities while researching reputable representation. Keep records of what you submit, what you learn, and what needs work. “Become an actor” is too large to act on. “Prepare this scene properly and put one honest piece of work into the world” is a real next step.
