An obstacle is whatever makes the character’s objective difficult to achieve. It may be the other person’s resistance, a circumstance, a secret, a deadline, or something inside the character that complicates the pursuit.
If you need your partner to stay and they already agree immediately, there is very little scene. If they are leaving in five minutes, do not trust you, and cannot know the real reason you need them, the pressure creates behaviour. Obstacles should make you act, not give you an excuse to become generally frustrated. Ask what is stopping you right now, then let that resistance force a new tactic. Conflict is not volume. It is an objective meeting something that will not simply move aside.
